The Downy Woodpecker Picoides pubescens is the smallest of North American Woodpeckers. The males have a red patch on top read of its head while this is missing from the females. The very similar Hairy Woodpecker, with a similar range across the U.S., is larger with a larger bill. This photo was taken in Costa Mesa, CA.
